The ~にほかならない pattern is used to describe that "X is nothing other than/nothing but Y".
~にほかならない has a written and slightly stiff feel to it, although it still sees use in spoken scenarios.
~にほかならない can attach directly to nouns, or to a noun/な-adjective/casual verb with から ("because") attached.
E.g. 自分でやると言い出したのに、途中で投げ出すのは無責任に他ならない。 "Saying you'll do it yourself and then giving up partway through is nothing other than irresponsible."
E.g. こんな時間に電話するなんて迷惑にほかならない。 "Calling at this time is nothing but troublesome."
~から~にほかならない is used to describe that "the reason for X is none other than Y".
E.g. こんなに素敵なイベントになったのは、皆さんの協力があったからにほかなりません。 "It was precisely due to the fact that we had everyone's help that it turned into such a lovely event."
The initial に of にほかならない may be dropped in spoken scenarios.
