The ~にほかならない pattern is used to describe that "X is nothing other than/nothing but Y".

~にほかならない has a written and slightly stiff feel to it, although it still sees use in spoken scenarios.

~にほかならない can attach directly to nouns, or to a noun/な-adjective/casual verb with から ("because") attached.

E.g. 自分じぶんでやるとしたのに、途中とちゅうすのは無責任むせきにんほかならない。 "Saying you'll do it yourself and then giving up partway through is nothing other than irresponsible."

E.g. こんな時間じかん電話でんわするなんて迷惑めいわくほかならない。 "Calling at this time is nothing but troublesome."

~から~にほかならない is used to describe that "the reason for X is none other than Y".

E.g. こんなに素敵すてきなイベントになったのは、みなさんの協力きょうりょくがあったからにほかなりません。 "It was precisely due to the fact that we had everyone's help that it turned into such a lovely event."

The initial に of にほかならない may be dropped in spoken scenarios.
