The ~は別として (~は + 別 + として) pattern literally means "X as different/separate" or "excluding X" and is used to set aside a given factor to focus on another.
"(Setting) X aside" is the most common English approximation for ~は別として.
~は別として attaches to (phrase)かどうか・か or directly to nouns.
