The ～は別べつとして (～は + 別べつ + として) pattern literally means "X as different/separate" or "excluding X" and is used to set aside a given factor to focus on another.

"(Setting) X aside" is the most common English approximation for ～は別べつとして.

～は別べつとして attaches to (phrase)かどうか・か or directly to nouns.

E.g. 付つき合あえるかどうかは別べつとして、自分じぶんの気持きもちは伝つたえた方ほうがいいんじゃない？ "Setting aside whether or not you can date them, shouldn't you tell them how you feel?"
