The ～以上いじょうは and ～上うえは patterns are both used to express "as long as/since/seeing as...", and are fairly stiff in tone.

～以上いじょう・上うえは statements tend to express things like "since X, it's obvious that Y" or "since X, (I) will certainly do Y", or similar.

E.g. 証拠しょうこが見みつかった以上いじょう、もう言いい逃のがれはできないだろう。 "Seeing as how they have found evidence, they shouldn't be able to get away now."

E.g. 人数にんずうが少すくない以上いじょう、役割やくわりはきちんと決きめるべきです。 "As long as there are few members, (we) ought to carefully decide roles."

E.g. キャプテンである以上いじょう、部員ぶいんのロールモデルでありたい。 "As long as I'm the captain, I want to be a role model for the club members."

～上うえは is more stiff/formal than ～以上いじょうは, which is more polite/formal in tone.

E.g. 契約けいやくを締結ていけつした上うえは、必かならず遂行すいこうせねばならない。 "Now that we have entered into a contract, I must execute no matter what."

は may be dropped from ～以上いじょうは and ～上うえは, most commonly in written scenarios.

～以上いじょうは and ～上うえは attach directly to casual form verbs/い-adjectives, or to nouns/な-adjectives using である.
